Lee Winter is a Principal of WRE Consulting. Prior to WRE Consulting, Mr. Winter headed the New York region incentives practice for a global real estate services firm where he worked with clients and real estate brokers in developing an economic incentives strategy that meshed with the company’s real estate strategies.
Lee also held a leadership position in the economic incentives practice at Grant Thornton, one of the world's leading consulting and tax firms where he assisted and advised corporations throughout the country to obtain economic incentives.
Lee started his career in economic incentives at the New York City Economic Development Corporation (NYCEDC) where, for over 10 years, he was responsible for attracting and retaining companies to NYC through specialized, discretionary and statutory (as-of-right) economic incentives packages.
While at NYCEDC, he worked on many of the largest economic incentive packages ever awarded. These involved construction of new corporate headquarters, large scale development projects such as stadiums and biomedical campuses, re-zonings and other public-private partnerships.
Lee was also the Director of Leasing for NYCEDC’s portfolio of over 4 million square foot of office, warehouse, industrial and retail properties. Responsibilities included leasing, marketing, management and budgeting as well as oversight of construction and renovation projects on the portfolio.
He obtained his MBA from NYU, a BA from Denison University and is a licensed salesperson/broker in NY and NJ. Lee is an active volunteer and fundraiser with the Leukemia & Lymphoma Society’s Team in Training program where he coaches cyclists training for fundraising events.
Sunil K. Aggarwal, Managing Director, specializes in capital markets, bond financing, and other economic development and real estate financing programs. Sunil is a former investment banker at Roosevelt & Cross, a boutique municipal bond firm in New York, and was a former Vice President at New York City Industrial Development Agency/New York City Economic Development Corporation. He is a graduate of Carnegie Mellon University and Manchester Business School (UK). Sunil is a registered financial advisor with MSRB and holds general securities licenses for Series 7 and 63.
For the past 25 years, Sunil has structured and placed project financings for business owners and non-profit organizations from social service agencies to educational institutions, primarily in New York City. Sunil has expertise in a wide range of development financing options from tax-exempt bonds, bank loans, not-for-profit bridge loans, construction financing, EB-5 financing and other tax credit equity programs.
Sunil worked at the New York City Economic Development Corporation from 1990 to 1997, managing tax-exempt bond financings for prominent projects like development of the US Tennis Stadium, Terminal One at JFK, American Airlines and New York Blood Center, in addition to assisting many other smaller not for profits and manufacturing companies. From 1999 to 2008, he was Vice President at Roosevelt & Cross, a municipal financial advisor and broker-dealer located in New York City, advising clients like the Tenement Museum on the East Side, as well as social service agencies such as Guttmacher Institute, Urban Resource Institute, Manhattan News Network and LI Hebrew Academy.
In early 2009, Sunil founded ThinkForward Financial in conjunction with other senior banking and economic development professionals, to offer a menu of development financing options for not-for-profits, developers and companies
Fara Lupiano, Managing Director, Specializes in financial modeling, economic impact analysis, employee reporting and annual compliance for incentives.
Ms. Lupiano previously worked on Wall Street in research and investment banking as a senior analyst in macro strategy covering corporate bonds and as an analyst in fixed income covering names in retail, consumer products and supermarket sectors.
Ms. Lupiano obtained her MBA in Finance from New York University’s Stern School of Business and a BA in Political Science from the University of Michigan.
